Philippines : Barangay road bill pushed in Congress.

Representatives Carlos Padilla here and Benguet representative Ronald Cosalan are pushing for the enactment of a law that will provide more roads and multi-purpose pavements in various barangays to further hasten economic development in the countryside.Padilla said House Bill 5612 or an Act Providing for the Construction of Concrete Barangay Roads/Multi-Purpose Pavements in all Barangays and for other purposes has been submitted in the House of Representatives.

The solon said the bill, once enacted into law, will provide farmers ease in transporting agricultural products from their plantation to the market and hasten communication among barangays due to accessibility. It will also protect farmers from losing income to middlemen due to lack of drying and storage facilities, thus, avoiding the use of national roads and provincial roads as drying area for agricultural products during harvest season, he said.

Under the proposed bill, the Department of Public Works and Highways (DPWH) will implement the construction of the projects, while the barangay councils will assume full supervision and control with a maximum of 100 meters.In the process of construction, the DPWH shall give highest priority to barangays that will volunteer on labor services and economically depressed barangays in rural areas.

Allocations for barangays with existing barangay roads and pavements can be used for cementing the grounds of any public school, health center, multipurpose center, barangay hall or alleys. There will be a classification by population on every barangay which will be formulated by the DPWH that will determine the size of the pavement or road, Padilla said.
