Philippines : 4 Aklanons get PISAN awards.

Four Aklanon personnel from the Department of Interior and Local Government (DILG) here were recently recognized for their industriousness, creativity and innovativeness and were conferred awards under the Perfomance Incentive for Service and Novelty (PISAN), DILG 6 own awards system.

PISAN, according to the DILG, is an Ilonggo word which means industriousness, and this year, the four Aklanons were recognized along with the others in the region during an awarding ceremony dubbed Pagdayaw, held just days before Christmas at the Iloilo Grand Hotel in Iloilo City.

The four Aklanons from DILG-Aklan, working in various capacities in different parts of the province, included Juvy S. Rasco, Municipal Local Government Operations Officer (MLGOO) of Madalag, Aklan who was recognized as Best Performing Local Government Operations Officer III; John Ian Vic R. Guarino, Hall of Fame (2012, 2013 and 2014), Best Administrative Employee 1st Level Field Office; Arni T. Rey, 1st Runner-Up, Best Performing LGOO V (Field Office); and Atella P. Velasco, 1st Runner-Up, Best Performing LGOO V (Provincial Office).

The PISAN Awards, conceived by DILG 6 in 2003, came as an offshoot of DILG Circular 2001 mandating DILG PRAISE to encourage creativity, innovativeness, efficiency, integrity and productivity in the public service by recognizing and rewarding officials and employees, individually or in groups for their suggestions, inventions, superior accomplishments and other personal efforts which contributed to the efficiency, economy or other improvements in government operations.

The DILG PRAISE adheres to the principle of providing incentives and awards based on performance, innovative ideas and exemplary behavior that gives emphasis on the timeliness of giving awards or recognition.

Since its implementation in 2003, PISAN has produced national finalists and 4 national winners on Dangal Ng Bayan abd PAG-ASA awards of the Civil Service Commission (CSC).One of them is John Ian Vic Guarino, one of this years finalists in Region 6 for the Dangal ng Bayan Search.

Guarino is the current president of the Aklan Public Information Officers Association (APIOA), an organization of government information officers in the province from the national, provincial and municipal government offices organized by the Philippine Information Agency (PIA).This years Pagdayaw ceremonies had the theme Inspiring Exemplary Performance, Sparkling Tomorrows Breakthroughs.
