Thomas A. Kennedy was named VP of unmanned and reconnaissance systems at Raytheon Space and Airborne Systems (El Segundo, CA), whose programs include Global Hawk and the Joint Unmanned Combat Air System. Kennedy was formerly program manager for the US Navy's F/A-18E/F Active Electronically Scanned Array radar development program. He succeeds Heidi Shyu, who is now VP and technical director for Raytheon Space and Airborne Systems.... Northrop Grumman Integrated Systems (El Segundo, CA) announced Wendell D. Bugg is its new director of communications, reporting to Integrated Systems President Scott Seymour. Previously, Bugg was manager of corporate affairs and communications at American Motor Honda Co.... Canadian Lieutenant-General Rick Hillier assumed command of the NATO-led International Security Assistance Force in Kabul, Afghanistan, succeeding German Army Lieutenant-General Gotz Gliemeroth. Over a period of six months, Lt-Gen Hillier will command more than 5,500 soldiers from 33 countries. As part of the transfer of ISAF command, Canadian Major General Andrew Leslie completed his tour as deputy commander of ISAF and commander of Task Force Kabul (TFK), and Colonel Alain Tremblay has taken his place as TFK commander.... Brigadier Dhia Kadom Jawad Al-Kadony is the new commander of the Iraqi Civil Defence Corps' 70th Brigade in Basra, taking charge of about 5,000 Iraqi troops trained by the British Army and other forces. Brigadier Dhia is a former brigadier of the Iraqi marine infantry, as well as commander of the Iraqi Naval Academy. The 70th Brigade will assist Iraqi police with patrols, vehicle checkpoints, and other operations in the Al Basra, Maysan, Dhi Qar, and Al Muthanna provinces.... Avisys (Austin, TX) named John Pololak as infrared-countermeasure-program manager for its effort to develop counter-MANPADS [man-portable air-defense systems] systems for the US Department of Homeland Security. Podolak has been a pilot with two major airlines, with experience flying US commercial aircraft such as the A-320 and B-727, and is a former naval officer.... Lockheed Martin (Bethesda, MD) Chairman and CEO Vance Coffman announced he will retire. Robert J. Stevens, currently president and COO of the company, will be his successor, becoming CEO starting August 6. Stevens will continue to be president, while Coffman will continue to serve as a non-employee chairman of the board until April 2005.... Boeing (St. Louis, MO) named Christopher Chadwick as VP of its F/A-18 program, overseeing the technical, cost, and schedule performance of Boeing's F/A-18 line of fighters. Chadwick replaces Tony Parasida, who was appointed VP of program management and independent review at Boeing Integrated Defense Systems. Prior to his new job, Chadwick was program manager of the Bell-Boeing MV-22 Osprey tilt-rotor aircraft.
