Request for Proposal: Parentage testing services

The Vermont Department for Children and Families Office of Child Support, (hereinafter called DCF) is seeking to establish service agreements with one (or more) companies that can provide genetic testing services. DCF is requesting proposals for parentage testing services from licensed and accredited laboratories. These laboratories must provide blood and genetic marker testing services, including DNA testing. The laboratory must also have the ability to provide comprehensive specimen collection services throughout the State of Vermont. DCF is responsible for assisting in the parentage establishment process for cases in its caseload. DCF receives parentage cases when a custodial parent goes on public assistance in VT and parentage has not been established or when a party applies for DCF services for assistance in establishing parentage and/or child support. If parentage is not presumed through a child being born of a marriage, it can be established by the execution of a Voluntary Acknowledgement form, by genetic testing, or court order. In 2015, there were approximately 759 genetic samples collected for cases in the parentage process, comprised of 633 collected by the current vendor and 126 collected by DCF staff. DCF~~~~s contract with its current vendor expires on June 30, 2016. DCF is requesting proposals for parentage testing services that would have a contract start date of July 1, 2016. DCF is seeking a contract that offers two levels of services. The first level of service would be to conduct genetic testing on samples received from DCF and to provide the test results to all parties. The second level of service would be to provide specimen services throughout the State of Vermont, conduct genetic testing on the samples taken, and provide the results to all parties. Providing specimen collection services includes scheduling sample collections, collecting samples and transporting samples. In addition to the services mentioned above, the vendor will be responsible for providing management reports, providing litigation support services and invoicing for services rendered.
