PUGET POWER'S CONSERVATION EFFORTS EARN EPA ALLOWANCES

 BELLEVUE, Wash., Nov. 19 /PRNewswire/ -- The Environmental Protection Agency (EPA) awarded Puget Sound Power & Light Co. (NYSE: PSD) acid rain bonus allowances for the electric utility's efforts in conservation, the company announced today.
 The Clean Air Act Amendment of 1990 requires utilities to reduce their emissions of sulfur dioxide (SO2) by nearly half, capping emissions at 8.95 million tons per year by 2010. The law uses an innovative method to achieve this reduction at the lowest possible cost by creating marketable "allowances." An allowance is the right to emit one ton of SO2.
 The Act established a pool of 300,000 allowances, known as the Conservation and Renewable Energy Reserve, to reward utilities that reduce acid rain emissions through energy efficiency and renewable energy programs. The allowances can be awarded only to utilities in states which have adopted rate making policies to ensure that the utility's net income is compensated in full for lost sales attributable to the utility's conservation programs.
 "We want to thank the Washington Utilities and Transportation Commission for enabling us to earn these bonus allowances," said Puget Power's Director of Customer Programs, Jerry Lehenbauer. Puget Power received 245 allowances for part of its efficiency programs available in 1992 -- more than any of the other four utilities that received allowances.
 The 245 allowances are equal to an energy savings of 122,431 megawatt hours (MWh) for 1992, or enough to serve 10,200 homes. Lehenbauer said, "We couldn't have done it without the enthusiastic participation of our residential, commercial and industrial customers, who take advantage of a variety of Puget Power's conservation programs ranging from improvements in lighting, heating, air conditioning, refrigeration, equipment controls and insulation."
