PSEA PRESIDENT ISSUES STATEMENT ON GOVERNOR'S PROPOSED EDUCATION BUDGET
 HARRISBURG, Pa., Feb. 5 /PRNewswire/ -- Following is a statement issued today by Annette Palutis, president of the Pennsylvania State Education Association (PSEA):
 PSEA has begun studying the full implications and impact of Governor Casey's public school budget proposals.
 Governor Casey's characterization of Pennsylvania's fiscal situation as a Catch-22 is entirely accurate. But educating our children is not a luxury item which we can dispense with in hard times. So we appreciate Governor Casey's concern for special education and at-risk children, with increases in programs that serve them.
 The educational establishment is painfully aware of the effects of the recession on the economy. Teachers and other educational professionals are also taxpayers, and we feel the brunt of the recession just as our neighbors do.
 The proposed budget is a starting point for difficult discussions which will take many months. PSEA expects to study the budget and contribute to the debate which will shape the final allocations.
