 PROPOSITION 166'S DEFEAT A VICTORY FOR CALIFORNIA CONSUMERS
 WASHINGTON, Nov. 4 /PRNewswire/ -- The Health Insurance Association of America today released the following:
 "The resounding defeat of Proposition 166 is a tremendous victory for consumers, businesses, and health care providers throughout California.
 "In rejecting Proposition 166, California voters recognized that the California Medical Association's ideas for health reform are bad medicine that would have resulted in substandard coverage and limits on medical coverage. Moreover, it would have done nothing to restrain spiraling health care costs. With this impressive victory, people throughout the state can now concentrate on implementing responsible health care reform, not a faulty plan that would likely have eliminated more than 300,000 jobs and thrown even more Californians into the ranks of the 6 million residents who are currently without health care coverage.
 "Clearly, health care financing reform is essential, in California and in states throughout the nation. To achieve this goal, it is important to implement realistic reforms, such as the ones passed earlier this year in the California state legislature, that extend access to health care, allow for meaningful cost containment, and require no massive influx of taxpayer dollars. (Eighteen other states have already approved similar proposals.)
 "The victory on Proposition 166 also has national implications. Because California is an important national trendsetter, and because Tuesday's vote on Proposition 166 was the only election in the country focusing exclusively on health care, incoming members of Congress and the new Administration now have a strong message that the American people insist upon meaningful health care reform that is well conceived, that contains costs, that is fiscally sound, and that will not eliminate jobs.
 "HIAA compliments California voters for the shrewd judgment and is pleased to be a part of a successful coalition of consumers, business leaders, nurses, taxpayers, and senior citizens that united to defeat the California Medical Society's faulty health care proposal."
