PRICE WATERHOUSE EXPANDS PETROLEUM PRACTICE TO INCREASE SERVICE TO NATURAL GAS PRODUCERS AND PIPELINES

 HOUSTON, Jan. 28 /PRNewswire/ -- Price Waterhouse has announced plans to increase the range of services it provides to the petroleum industry by incorporating its natural gas consulting practice with its World Petroleum Industry group. The natural gas consulting group has been exclusively part of Price Waterhouse's Public Utility practice.
 "Natural gas producers and pipelines have a number of opportunities now available to them as a result of certain legislative and regulatory changes including FERC 636, COPAS bulletin No. 28 and the Clean Air Act of 1990," said James G. Crump, chairman of the World Petroleum Industry practice of Price Waterhouse.
 "The current restructuring in the natural gas industry due to these and other developments has prompted Price Waterhouse to bring additional expertise to its clients involved in the natural gas industry so they can take advantage of these new opportunities," Crump said.
 Price Waterhouse gas experts have served the natural gas industry since the early 1970's. They have managed dozens of rate filings, including numerous initial rate and certificate applications before the Federal Energy Regulatory Commission (FERC), the National Energy Board (NEB) and other jurisdictions. Price Waterhouse frequently provides expert testimony on rate, system, gas cost, accounting and other operational matters before the FERC and other regulatory bodies. The firm is also experienced on gas take-or-pay contracts, including preparation of utility recovery filings, giving expert witness on contract litigation, negotiation and dispute resolution representing both producers and end-users.

 Individuals on the Price Waterhouse natural gas consulting team serve on several committees of the American Petroleum Institute, the Independent Petroleum Association of America, the Texas Independent Producers and Royalty Owners Association, the American Gas Association (AGA) and the Interstate Natural Gas Association (INGAA) and its foundation. They have been instructors at the AGA Advanced Regulatory Seminar on pipeline rate design. They have performed numerous business process reviews and restructuring studies under FERC's Order No. 636 and the Clean Air Act. They also have extensive experience in unaccounted- for gas and PCB audits for pipelines.
 Price Waterhouse has also formed gas marketing and brokering companies for clients in the natural gas industry and assists in the completion of acquisitions and reorganizations.
