 PREATE SAYS SCRANTON CONTRACTOR OWES CONSUMERS MORE THAN $21,000
 HARRISBURG, Pa., Dec. 11 /PRNewswire/ -- Attorney General Ernie Preate Jr. is seeking more than $21,000 in restitution for consumers from a Scranton home-improvement contractor who allegedly has done incomplete and shoddy work.
 A suit filed in Lackawanna County Common Pleas Court by the Scranton office of Preate's Bureau of Consumer Protection identifies the defendant as Roy Gilgallon, who operates Good Cents Construction Co. from his home at 647 N. Sumner Ave.
 The suit alleges that Gilgallon has violated state law by:
 -- Accepting payments for work he didn't complete.
 -- Performing work in a shoddy and unworkmanlike manner.
 -- Damaging personal property of consumers while working in their homes.
 The suit asks the court to order Gilgallon to pay a total of $21,686 in restitution to three consumers and to pay civil penalties for violations of the Unfair Trade Practices and Consumer Protection Law.
 Preate said the suit was filed by Deputy Attorney General J.P. McGowan, attorney-in-charge of the Bureau of Consumer Protection's Scranton office.
