PM sets out 'action plan' to deal with yobs.
The premier will reveal details of a new "action plan" to combat young offenders and "neighbours from hell".
Last week he said properties occupied or used by yobs could be "shut and sealed" for at least three months.
Existing laws used to close crack houses and other drug dens will be the model for a new power to cover any property - including houses or business premises.
The plan is also expected to propose creating a National Parenting Academy to coach parents on how to control tearaways.
During last September's Labour conference, Mr Blair promised to give sweeping summary powers to police and local authorities as part of the "respect agenda".
He said a single agency would be created with "whatever powers it needs" to deal with problem families, and that headteachers would be given "full disciplinary powers".
