PM Babanov presents government program "Stability and Decent Life".

Prime Minister Omurbek Babanov presented the action plan for implementation of the government program "Stability and Decent Life" in 2012 at the government meeting on January 25. The Prime Minister said the detailed action plan was prepared for each ministry and heads of local government bodies. "This will be one of criteria in assessment of your performance," he said. Omurbek Babanov said 100-day program is reflected in the action plan. The government members will report about their efforts and progress in achievement of targets before the Parliament and the nation every 100 days, he added. The action plan suggests completion of automation of the central treasury, reduction of seasonal unemployment rate and protection for private property. "Today's actions are not only selected elements of reforms, these are also systemic and strategic directions in development of the country," the Prime Minister stated. The objective of the program is government reform and reduction of public servants. The goal of the program is to adjust government structures in a way to ensure their precise and efficient functioning, Prime Minister Omurbek Babanov said. The government action plan also suggests emphasis to be made on learning of Kyrgyz, Russian and English languages and introduction of per capita financing. "The per capita financing pilot should start in Bishkek and Osh by March," the Prime Minister ordered. He added a package of bills might be reformed to provide conditions for development of private education. The program pays a special attention to labor legislation reforms. The government will devise methodology of labor market forecasting for 7 years. The social sector reform should not lead to reduction of social programs. It should improve the quality, Omurbek Babanov went on saying. All mayors and governors will tell research institute what business project they need to develop in the region. The government program includes development of the cluster map of production in the regions for investors, the Prime Minister said.
