 PLAINS RESOURCES OPPOSES NATIONAL ENERGY BILL
 HOUSTON, May 21 /PRNewswire/ -- Plains Resources (PLX: AMEX) today


released the text of a telegram sent to all members of the United States Congress urging them to oppose the "Comprehensive National Energy Policy Act" as amended. In the telegram, the employees of Plains stated that the Markey-Scheuer amendment adopted late last night creates chaos for the domestic oil and gas industry by challenging all proration laws, laws which have been in effect for nearly a century to prevent waste of our nation's natural resources.
 The employees went on to state, "For the most part, H.R. 776 ignores the plight of the domestic oil and gas industry and offers very little to independent producers, but burdened with the Markey-Scheuer amendment, it threatens the continued viability of our domestic industry and will contribute to an ever-increasing reliance on foreign oil. Again, we strongly urge you to oppose H.R. 776 as amended by the Markey- Scheuer amendment." Full text of the telegram follows.
 Plains Resources is an independent oil and gas exploration and production company headquartered in Houston. During 1991, it was ranked by The Oil and Gas Journal as 113th among the largest publicly traded oil and gas companies in the United States.
 Following is the text of the telegram:
 We urge you to vote no on H.R. 776 as amended. The so called "Comprehensive National Energy Policy Act." Late last night, the Markey-Scheuer amendment was added to H.R. 776. This amendment creates chaos for the domestic oil and gas industry by challenging all proration laws, laws which have been in effect for nearly a century to prevent waste of our nation's natural resources.
 The amendment will harm both consumers and small independent producers, will encourage waste of valuable resources, and will contribute to an ever-increasing reliance on foreign oil. The amendment seeks to prohibit the states from enforcing regulations which time and again have been recognized by the courts to be proper enforcement of the states' interest in managing their natural resources to assure adequate supplies now and in the future.
 For the most part, H.R. 776 ignores the plight of the domestic oil and gas industry and offers very little to independent producers, but burdened with the Markey-Scheuer amendment it threatens the continued viability of our domestic industry. Again, we strongly urge you to oppose H.R. 776 as amended by the Markey-Scheuer Amendment.
