PHILADELPHIA SUBURBAN WATER COMPANY REQUESTS RATE INCREASE

 BRYN MAWR, Pa., Dec. 3 /PRNewswire/ -- Philadelphia Suburban Water Company (PSW) filed an application today with the Pennsylvania Public Utility Commission (PUC) requesting a 14 percent ($14 million) rate increase to become effective Feb. 2, 1994.
 However, because the PUC typically suspends such requests to permit a complete investigation and analysis, the company does not anticipate any increase becoming effective prior to the summer of 1994.
 Company President Robert A. Luksa said successful belt-tightening at the company led to a minimal increase in operating expenses that helped keep down the amount of the company's request. "The operating expenses we are requesting in this rate case reflect only a 2.7 percent annual increase and that has helped to minimize the amount of our request," said Luksa. He explained that most of the increase is needed to continue the company's capital reinvestment program. "By the end of this year, we will have spent $26 million in capital dollars to clean and line pipes, upgrade aging meters and make improvements throughout our distribution system," he continued. "And we have another $27 million in improvements planned for next year. This major reinvestment in infrastructure is what allows us to meet environmental and regulatory standards and deliver our product with the reliability that our customers deserve."
 The increase would raise rates for average residential customers by about $3.31 a month (11 cents a day), bringing the average bill to $25.94 a month in the company's primary rate division.
 PSW officials said that even with the requested increases, its customers will continue to pay less than customers of many other water purveyors in Pennsylvania.
 PSW serves 246,000 customers in Chester, Delaware and Montgomery counties.
