PHILADELPHIA SCHOOL SUPERINTENDENT RECEIVES MAALOX MOMENT(R) AWARD;
 SURPRISE PARTY HELD TO HONOR A DECADE OF SERVICE
 PHILADELPHIA, Oct. 7 /PRNewswire/ -- When you spend 10 successful years in charge of one of the largest school districts in the country, you become familiar with Maalox Moments(R) -- and you learn to expect surprises.
 But Dr. Constance Clayton recently experienced a surprise in the board room that made her cry. It was a surprise party congratulating her on a decade of leadership, compassion and dedication as Philadelphia's superintendent of schools.
 The celebration included tributes from Philadelphia's Mayor Rendell, City Council, parents' groups, her staff, students, and a national advocacy organization for urban school districts. A resolution from the Board of Education credited Clayton with restoring fiscal stability to the school system, avoiding teacher strikes, making capital improvements to schools, upgrading instruction, producing gains in student achievement and moving the district toward a system that involves parents and teachers more in school decision-making.
