 PHILADELPHIA HOUSING AUTHORITY JOB PROCESS FORMALLY DECLARED OPEN
 PHILADELPHIA, Sept. 14 /PRNewswire/ -- Elton Jolly, special master for the Philadelphia Housing Authority (PHA), today announced the start- up of a campaign to recruit and recommend up to 50 top executives for the Philadelphia Housing Authority, and the implementation of a merit hiring system.
 The search campaign will be administered by Fox-Morris Associates, Inc., a national executive recruiting firm with 14 offices nationwide. They were the winner of a competition for the contract to conduct the search for PHA executives.
 The campaign process began with the placements of advertisements in yesterday's edition of the Philadelphia Inquirer, today's edition of the Philadelphia Daily News, as well as the Philadelphia Tribune, the Philadelphia New Observer and the Wall Street Journal.
 The launching of this open, competitive executive search process and the implementation of a merit-based hiring system for management positions are critical developments within the PHA. Ten Point Action Plan, introduced June 10, 1992, by Jolly and Michael Smerconish, regional administrator for HUD. These efforts will develop a senior- level management team that will best serve the residents of the authority, and provide another step forward toward continued improvements in the management and operations of the Philadelphia Housing Authority.
