Publishers: At the Telegraph Herald of Dubuque, Iowa, James Normandin has been named publisher; previously he was a regional vice president and group publisher for the Ohio newspapers of Brown Publishing Co. (Troy Daily News, et. al.). Earlier in his career, Brown was an advertising executive with Pulitzer. Normandin replaces Tom Yunt, who recently became president and chief executive of the Telegraph Herald's parent, Woodward Communications Inc. ... At Illinois' Belleville News-Democrat, Jay Tebbe has been named president and publisher; previously he was the paper's vice president and director of advertising. Tebbe started at the paper in 1976 as a truck driver and rose through the ranks in the circulation, post-press and advertising departments. Tebbe replaces Gary Berkley, a 26-year veteran of the paper who has been publisher for the last 17 years, and is retiring. ... At the Daily Oakland Press of Pontiac, Mich., Edward Moss has been named president and publisher; previously he was president of the Greater Detroit Newspaper Network (both are owned by 21st Century Newspapers). Earlier in his career Moss was an executive with Tribune Co., Thomson, Freedom Communications and also worked in sales and marketing roles. Moss replaces Robert Hively, who is retiring. Hively has been publisher for six years. ... At Vermont's Brattleboro Reformer, Publisher David Emmons has said he will be leaving to change careers. Emmons will be going to work for W.B. Grimes & Co., a media brokerage. ...

Editors: At Florida's Tampa Tribune, Frank Denton has been named editor; previously he was editor of the Wisconsin State Journal in Madison. Editor of the Journal for 17 years, Denton earlier was an editor at the Detroit Free Press and a reporter at papers in Cincinnati, Anniston, Ala., and Austin, Texas. ... At Ohio's Akron Beacon, Mike Burback has been named managing editor; previously he was vice president and executive editor of Georgia's Columbus Ledger-Enquirer. Earlier in his career, Burback was a reporter and editor in North Dakota and at the Detroit Free Press. ... Also in Ohio, at the Columbus Dispatch, Alan Miller has been named managing editor for news; previously he had been assistant managing editor for days. Earlier in his career, Miller worked as a reporter at Ohio papers including The Repository of Canton and the Daily Record of Wooster. ...

Front office: At the San Jose Mercury News, Lisa Buckingham has been named vice president and chief financial officer; previously she had been the paper's finance director and joined the paper in 1997 as business planning manager. Buckingham replaces Sue McDonald, who joined the Seattle-based image archiving company Corbis. ... At Philadelphia Newspapers Inc., Fred Mott has announced his retirement. A 25-year veteran of Knight Ridder, Mott earlier was publisher of The State in Columbia, S.C., and Indiana's Gary Post-Tribune. ... At USA Today of McLean, Va., Rick Bonti and Andrea Green have been named advertising directors in the New York City office; previously they were both advertising sales managers. A longtime advertising executive including a stint as national advertising manager at Golf Digest, Bronti has been with the paper since 1998. Also starting at USA Today in 1998, Green earlier was an account executive with American Airlines Publishing. ...# >ET
