Oman : Proposal to set up fund for persons with disabilities gets approval.

The National Committee of Disabled Persons Welfare (NCDPW) yesterday held a meeting under the chairmanship of Shaikh Mohammad bin Said al Kalbani, Minister of Social Development, Chairman of NCDPW. The Committee reviewed the implementation of the decisions of the meeting of the Committee held in February, 2013 and discussed the remarks of the State Financial and Administrative Audit Institution (SFI), the proposed action plan for the implementation of a comprehensive count of the disabled in the Sultanate and discussed implementation of the tasks by the subcommittees of NCDPW. The meeting approved the proposal to establish a fund for persons with disabilities instead of the Committee s account provided for in paragraph (k) of article 14 of the Disabled Persons Welfare and Rehabilitation Law, and to submit the proposal of the fund to the Council of Ministers, the efforts of the group formed to create a centre for early diagnosis and to invite its members to finalise the project as quickly as possible.

The meeting stressed the great importance of prenuptial examination to identify genetic diseases and to study making the examination mandatory by relevant entities. The meeting also stressed the importance of implementing the decision of issuing guides to services provided for persons with disabilities and provide the Ministry with the action taken in preparation for submission to NCDPW. The meeting also stressed the importance of specific committees and their role in the implementation of the terms of reference of NCDPW and the efforts made in the preparation of the draft national disability strategy and to circulate it to all entities concerned and to follow up all entities that fail to provide the Ministry with their comments so far.

The meeting approved that the Ministry of Social Development to organise a conference dealing with a disability during the last quarter of 2014. The meeting set the criteria for the selection of the representative of parents of persons with disabilities at NCDPW, and to form a committee of the ministries of Social Development, Manpower, Education, Health, Commerce and Industry, to study the regulations of permits for the centre operating in the field of disability, and to develop an effective coordination mechanism between the ministries referred to above when permitting a centre to provide services to persons with disabilities.
