Oakham meeting is district's first test; Voters to consider Quabbin budget.

OAKHAM - The first test of Quabbin Regional School District's $32 million fiscal 2013 budget will come at 7 tomorrow night at the annual town meeting in the Oakham Center School auditorium.

The school district is asking for $1,794,550, a 15 percent increase in the town's assessment. The Finance Committee is recommending a 2 percent increase, spending no more than $1,598,795.

The Finance Committee is also recommending an operating budget of $2,963,875 for fiscal 2013, an increase of $58,289 (2 percent) over current spending. That total includes $1,598,795 for the school district.

The committee is recommending 2 percent salary increases for town employees, which it says is intended to keep property taxes as close as possible to fiscal 2012 levels.

Increased expenses include the library budget, which reflects higher utility bills from the addition of air conditioning.

Public safety expenses will increase 8 percent, and the police department is requesting a new cruiser, which the Finance Committee recommends deferring until 2013.

The Finance Committee recommends buying a new firetruck with money to be borrowed through a debt exclusion.

Special articles voters will consider include the three-year lease of a 1-ton Highway Department truck for $18,988; seven air bottles for the fire department for $7,500; $5,000 for the Highway Department for police details; the lease of five defibrillator units for $2,700; and $2,000 for the town's 250th anniversary.

Voters will also consider making the post of collector/treasurer one that is appointed by the Board of Selectmen for a three-year term.
