ORGANIZATION FORMS TO PROMOTE ENERGY EFFICIENCY

 CLEVELAND, Feb. 5 /PRNewswire/ -- Customers of the Cleveland Electric Illuminating Company and Toledo Edison can expect to see more energy efficiency programs in the near future, thanks to the groundwork being laid by a 15-member Demand-side Management (DSM) Collaborative. The group will hold its first meeting Feb. 8 in Cleveland to fulfill its mission outlined in a recent agreement between Centerior and customer groups and approved by The Public Utilities Commission of Ohio (PUCO).
 Demand-side management, or DSM, means maximizing existing resources and deferring the need for construction of new generating equipment by working to reduce, or evenly spread out, demand for electricity. DSM programs emphasize the various applications of energy efficiency and help customers reduce monthly electric bills. In addition, making the best use of existing resources represents significant benefits from an environmental standpoint.
 "The role of the collaborative will be to identify, select and assess the cost effectiveness of potential DSM Programs, as well as to monitor, evaluate and modify, if necessary, the programs that are implemented," said William R. Ridmann, senior manager, Centerior Marketing Services.
 "DSM provides an opportunity for the utility and customers to get substantial benefits from the same actions," said Ned Ford, Sierra Club, "and this is the beginning of the process to work together toward that goal."
 Centerior Energy has allocated $35 million toward development and implementation of demand-side management programs during 1993-1995.
 "Our main goal is to ensure that the company's investment in DSM resources results in the implementation of cost effective DSM programs," Ridmann added.
 One of the group's priorities will be to develop a community outreach program to address the informational needs of customers served by both operating companies. "We want our customers to be aware of the programs so they can take proper advantage of cost-cutting and efficiency measures available to them," he said.
 The DSM Collaborative includes representatives from Centerior Energy, Sierra Club, the City of Cleveland, the Greater Cleveland Welfare Rights Organization, Industrial Energy Consumers, Ohio Consumers' Counsel, the Public Utilities Commission of Ohio, The Toledo Edison Joint Energy Task Force, the CEI and Toledo Edison Consumer Advisory Panels, as well as the following community representatives: Robert Jaquay, Cuyahoga County Planning Commission; Alexander Sokiranski, Finast Supermarkets; Daniel Robbins, Toledo Society of Professional Engineers; and Harold Whitmore, retired GE Lighting expert.
