OREGON STEEL MILLS INC. ANNOUNCES THE PURCHASE OF ENCOAT'S NAPA ASSETS

 PORTLAND, Ore., Nov. 19 /PRNewswire/ -- Oregon Steel Mills Inc. (NYSE: OS) announced that their Napa Pipe subsidiary has purchased the assets of ENCOAT's external corrosion coating plant located at the Napa, Calif. pipe mill site. ENCOAT is a subsidiary of Lukens Inc. (NYSE: LUC). At the same time, they have entered into an agreement in principle for the operational management of the plant with Commercial Resins Co. of Tulsa, Okla.
 Commercial Resins presently operates the internal coating plant and double-ending facilities at the pipe mill and has a long standing relationship with Napa Pipe.
 Oregon Steel Mills produces steel plate and pipe from plants located in Portland; Fontana and Napa, Calif.; and Camrose, Alberta. Its Pueblo, Colo. plant, CF&I, produces steel rail, rod, bar, wire and tubular products.
