NorthEast Optic Network, Inc. and Vitts Networks Sign Master Services Agreement.

WESTBOROUGH, Mass.--(BUSINESS WIRE)--July 2, 1999--

NorthEast Optic Network, Inc. ("NEON(R)") (NASDAQ:NOPT) announces the signing of a $3 million Master Services Agreement (MSA) with Vitts Networks for OC12 level service in New Hampshire and Massachusetts.

The 5-year Agreement calls for the installation of OC12 service in Manchester, NH, Framingham, MA, Worcester, MA, Springfield, MA, and Keene, NH. The OC12's will form a SONET Ring in Central New England for the transmission of Vitts' Protected Service Network customer traffic, which includes public and private Internet protocol and ATM data.

NEON(R) Chairman and CEO, Vincent Bisceglia, called the Agreement "significant for New England" with two regionally-based companies joining together to provide high bandwidth capacity to serve the growing demand for data transmission. "Vitts is one of New England's fastest growing PLECs (Packet Local Exchange Carrier) and NEON(R) is the region's newest and most advanced fiber network. Together, we offer business and industry extensive bandwidth and reliability in a networked world."

Vitts Networks Chairman and CEO, Chris Oliver said, "This partnership between Vitts Networks and NEON represents a significant milestone as we add capacity to support our expansive deployment of DSL and other always-on broadband services to more than 400 communities throughout the Northeastern US by next year. NorthEast Optic Network, Inc. is a facilities-based "carriers' carrier" that provides advanced, high bandwidth, fiber optic transmission capacity for lease to certificated carriers on the Network's interstate, intrastate and local loop facilities.

Vitts Networks is a facilities-based Packet LEC that provides high-speed always-on DSL broadband data services, Internet services, and value-add network and e-business outsourcing services. Vitts provides its solutions through a combination of its direct sales and service staff and through branded- value added reseller, affiliated independent sales agents, and local Internet Service Providers.
