Government Industry to Benefit from Partnership Between Leading Host

Access and Integration Provider and Software Services Firm

NetManage, Inc. (Nasdaq:NETME), experts in host access and integration solutions, and 3-SOFT, one of Canada's largest software resellers in the corporate/government market, today announced at the GTEC/Technology in Government Week conference a partnership in which the two companies will cooperatively fulfill the growing demand for NetManage's OnWeb(R). 3-SOFT and NetManage will focus on targeted industries, beginning in the federal government and financial sectors. With more than 24 joint customers, this partnership extends a successful two-year working relationship, helping customers avoid the cost barriers associated with legacy migration to the Web. 3-SOFT's expertise is in enterprise licensing and solution sales, training, managed services and customer support. This, combined with NetManage's OnWeb solution, gives government organizations a solid choice. The two companies will help customers significantly reduce costs and realize rapid return on investment.

OnWeb is a server-based, software solution that allows companies to quickly enable their host applications and business processes to participate in their business initiatives. This is all accomplished without the high cost of rewriting applications or changing back-end systems. 3-SOFT's government customers will benefit from the strengths and efficiencies of OnWeb as they are often challenged to reduce costs and make a large number of disparate legacy systems accessible to specific groups within their organizations.

NetManage will benefit from 3-SOFT's strong sales support and significant expertise in leveraging technology to deploy mission-critical business software. Being a Gold Certified Microsoft partner, 3-SOFT also has a strong track-record in the deployment of Microsoft technologies, and will be instrumental in helping NetManage customers take advantage of the full potential of Microsoft .NET. More than a software reseller, 3-SOFT focuses on business consulting, taking a more strategic versus transactional approach to working with customers.

"3-SOFT has built long-standing, mutually beneficial relationships with their enterprise clients and based on their proven expertise in helping customers deploy technologies quickly and cost effectively, 3-SOFT is the optimum partner for NetManage to effectively fulfill the demand for our OnWeb solution," said Linda Gladden, vice president of Indirect Sales and Business Development at NetManage. "3-SOFT's ability to address the enterprise with the same high level of service and satisfaction we already provide our customers will compliment and support our efforts of servicing the larger enterprise."

"3-SOFT is committed to delivering industry-leading solutions and superb customer support to our clients, and this partnership with NetManage is a clear demonstration of that commitment," said Mark Steiman, vice president of Business Development at 3-SOFT. "As customers are looking for ways to extend mission-critical information residing in host systems to the Web, both quickly and affordably, we found NetManage's OnWeb to be most powerful. OnWeb effectively reduces enterprise requirements for legacy migration as it allows companies easy access to information in a Web format without the high cost of rewriting applications or changing back-end systems."

As part of the go-to-market strategy, the two companies will focus on several vertical markets including government, healthcare, education and financial services. NetManage will be showcasing the OnWeb solution at 3-SOFT's booth #2116 in the Ottawa Congress Center, October 8-9, 2002 at the GTEC/Technology in Government Week conference, the largest e-government showcase in Canada, featuring over 600 exhibits of the latest e-government products and services.
