Navy guidance issued for purchase of wireless services, equipment.

SAN DIEGO, March 23-The Assistant Secretary of the Navy (Research, Development and Acquisition) and the Executive Director of the Naval Supply Systems Command recently released guidance clearly delineating the Navy's policy on the purchase of wireless communications service and equipment.

In a memorandum dated March 7, Mr. John Young Jr., ASN (RD&A) decreed, effective immediately, only the nationwide Department of the Navy contracts awarded by Fleet and Industrial Supply Center San Diego or the Navy Marine Corp Internet (NMCI) contract shall be used to obtain wireless communication support within the continental United States (CONUS). The new policy includes new and existing requirements for mobile (cellular) phone services and equipment, as well as mobile data services; for example, Blackberry devices.

Existing cellular requirements must be replaced with either an NMCI contract or a contract awarded by FISC San Diego no later than the expiration of the existing contract or Oct. 1, whichever comes first. Activities with data services provided by NMCI must obtain their mobile data services through the NMCI contract. The policy does not apply to secure communications devices.

In a letter dated March 8, Mr. Jeffery Orner, NAVSUP's Executive Director, stated that all NAVSUP activities in the United States (including Alaska and Hawaii) must use the Nationwide-Department of the Navy Wireless Contracts (NDWCs) issued by FISC San Diego when purchasing wireless services, effective immediately.

Specifically, the letter noted that NAVSUP had completed a fair opportunity evaluation and determined that in order to provide the greatest savings to the enterprise, NAVSUP activities must transition to the AT&T Wireless contract (N0244-05-D0010). Additional services or equipment not provided under the AT&T contract can be acquired under one of the other two FISC San Diego-issued contracts (Verizon or Nextel) provided the activity documents the need and has written approval from the unit's commanding officer.
