NWFP is the most backward province.
PESHAWAR, September 04, 2009 (Balochistan Times): The NWFP Minister for Finance Engr. Mohammad Humayun Khan has said that Frontier province is the unluckiest part of the country which has been facing the deadly war on terror and it has been paying a very high cost to fight out the war of the country. This he stated while pleading the stance of the province on Friday at Islamabad, he led the province NFC team, Mr. Humayun Khan was highly appreciative of the present government gesture to announce paying Rs. 110 billion to NWFP as its outstanding on account of net hydel profit. He saluted the Federal Government, President of Pakistan, the Prime Minister and Federal Minister for Finance; adding that at long last the province was entering to a win, win situation. He said that NWFP is the most backward province and need to be supported through equalization grant. Adding that equitable distribution of resources for all the federating units would lead to durable understanding amongst the people of all federating units. He said that NWFP and particularly Malakand is the direct victim of the conflict on war on terror and therefore it should get the lions share in the resources in hand. He said that it is a good gesture that the federal government agreed to provide security and conflict cost to NWFP adding that there should be a mechanism to understand who is the worst affectee. He said that the whole of Pakistan was affected by the war on terror but NWFP is the worst one where army had been engaged for military operation etc, adding that Malakand was first hit by militancy that was followed by military operation. He said that the military operation redoubled the devastation and therefore there should be visible hands to help them out soon. While presenting the case of Malakand, the Minister Finance got emotional and could not stop his tears rolling down on his cheek. Federal Minister Finance Shaukat Tareen assured that the government would work out a comprehensive plan to undertake the rehabilitation, reconstruction and overall recovery of the Malakand through projects and funds by PSDP or Friends of Pakistan. The physical and psychological problems of Malakand people would be resolved on top priority basis through special allocation and the funding would not be from divisible pool but the federal government would arrange more than enough funding to bring back life to Malakand. Engr. Humayun Khan said that the scale of devastation and IDPs was un-measurable but now there should be every thing from every where to heel their wound. Federal Minister Shaukat Tareen assured that the federal government was creating a new pool to fund projects in communication, health, education and other social sectors in Malakand Division and fund for the purpose would be issued soon. He assured that the income tax and other taxes would be waived off through a comprehensive package. He said that the NFC committees meeting would be a continuous process to monitor the outcome regularly. NFC committee will meet once in a quarter. Engr. Humayun drew the attention of the participants towards the paid condition and the miseries of life in Malakand adding that the militancy had social impact therefore there should be post disaster analysis for the overall rehabilitation adding that there is no trade no business and no economic activities, people are paying heavily for their no fault and it would take a long time to enable the affecters to stand on their own feet. There is visible trade to life and therefore the centre and federating units must come to the backing of this unfortunate province.
