NUCLEAR UTILITY INDUSTRY EXPERTS PICKED FOR NYPA ADVISORY BOARD

 NEW YORK, Aug. 12 /PRNewswire/ -- New York Power Authority Chairman Richard M. Flynn announced today that three nationally known experts on nuclear utility issues will serve on the Power Authority's new Nuclear Advisory Committee.
 Flynn said Leon R. Eliason, president of the NSP Generation unit of Northern States Power Co. in Minneapolis, will be chairman of the panel, formed to provide independent advice and assistance to the Power Authority's trustees on nuclear matters.
 Other members will be Ken Harris, recently retired as senior vice president for nuclear operations and construction at Florida Power & Light Co. in Miami, and James K. Asselstine, a former member of the U.S. Nuclear Regulatory Commission (NRC) who now heads Lehman Brothers' utility fixed income research group in New York City.
 "I'm very pleased that these three individuals have agreed to serve on our board," Flynn said. "They all have outstanding credentials and superb reputations in the nuclear industry. They are exactly the type of people we'd hoped to attract."
 Power Authority trustees approved formation of the committee in June. Flynn had suggested forming the committee after discussions with executives of other utilities that use similar groups to help evaluate their nuclear programs.
 "I expect to work very closely with the panel to assure that we obtain maximum benefit from its reviews," said Flynn. The committee will review Power Authority performance in its headquarters nuclear group and at its two nuclear power plants -- James A. FitzPatrick in Oswego County and Indian Point 3 in Westchester County.
 As president of NSP, Eliason is responsible for all electric generation for Northern States. The utility's Prairie Island and Monticello nuclear plants have been rated among the best in the United States for many years. Elision's experience includes management of the Monticello plant and positions with corporate responsibility for the company's entire nuclear program.
 Eliason currently serves on nuclear advisory groups for the Washington Public Power Supply System and the Edison Electric Institute, the national organization of investor-owned utilities. He also is a member of the national accrediting board for the Institute of Nuclear Power Operations, a utility organization established to promote high levels of performance at members' nuclear plants.
 Harris, who has 26 years' experience in executive positions in nuclear management and operations, was the first manager of Florida Power & Light's St. Lucie nuclear plant, which has consistently ranked as one of the best in the country. He is a member of nuclear advisory groups for Pacific Gas & Electric Co., the Tennessee Valley Authority and Carolina Power & Light.
 At Lehman Brothers, Asselstine heads a group that is responsible for credit research on electric utilities and independent power producers in the United States and other countries. He served on the NRC from 1982 to 1987, participating in the formulation of regulatory policies and decisions affecting all commercial nuclear plants in the United States. Previously he was associate counsel to the U.S. Senate Committee on Environment and Public Works, a staff attorney for the NRC and assistant counsel to Congress' Joint Committee on Atomic Energy.
