 NEWS ANGLES FOR DEC. 5 EDUCATION PARTNERSHIPS CONFERENCE SUGGESTED
 The press is cordially invited to cover all or parts of the Fourth Annual Education Partnerships Conference from 8 a.m. to 5 p.m. Thursday, Dec. 5, at the BWI Marriott on West Nursery Road in Linthicum, Md.
 The conference brings together business leaders and public school and higher education administrators from across the state to explore ways to strengthen business involvement in the state's public school systems. It is sponsored by the Chamber Foundation, the education support subsidiary of the Maryland Chamber of Commerce.
 Following are sessions that could yield spot news or news feature stories:
 -- 9 a.m. keynote address: Dr. Sy Fliegel, a leading authority on public education systems where parents are allowed to choose schools for their children, will be the conference keynote speaker. A former superintendent of education for Queens, N.Y., Fliegel developed a system of choice among alternative schools in East Harlem. He is a Gilder Education Fellow at the Manhattan Institute's Center for Educational Innovation.
 -- 12:30 p.m. CEO/Superintendent's panel: State school board President Robert C. Embrey Jr. will lead a discussion between three chief executives and the superintendents of Baltimore City, Washington and Wicomico public schools. Among other things, they have been asked to discuss what kind of students business wants schools to produce and whether school systems should develop a "warranty" system for students. Such a system has been tried in Prince George's County.
 -- 3:30 p.m.: Remarks by Nancy Grasmick, superintendent of the Maryland State Department of Education.
 Also, hour-long break-out sessions will be conducted at 9:40 a.m., 11 a.m., and 2:20 p.m. Topics include model business partnership programs, how business can help public schools restructure, coordinating resources in engineering, science and technology, workforce readiness, and how to develop new partnerships.
