 NEW YORK POWER AUTHORITY CHAIRMAN TO TESTIFY THURSDAY
 New York Power Authority Chairman Richard M. Flynn will be among


public officials, business leaders and others testifying Thursday (Sept. 17) at a New York City Council committee hearing on a proposed electricity sales contract that could cost Con Edison ratepayers an additional $1 billion between 1995 and 1999.
 Flynn will support a pending Council resolution calling for renegotiation of the contract, which would require Con Edison to buy a large block of electricity from a power plant that Sithe Energies proposes to build in upstate Oswego County.
 The hearing will be conducted by the Council's Committee on Consumer Affairs.
 TIME: 1 p.m., Thursday Sept. 17
 PLACE: City Council Committee Room City Hall, second floor
