NEW MICHIGAN BELL PLAN DISCOUNTS CALLS ACROSS AREA CODE
 DETROIT, Sept. 30 /PRNewswire/ -- Michigan Bell announced that starting Thursday, Oct. 1, it will begin offering a new optional discount calling plan -- Circle Calling Area Wide -- that could significantly cut the phone costs of residential customers who regularly make long-distance calls within their area code.
 Circle Calling Area Wide offers one hour of interzone and long- distance calls within the area code for $5 a month. Subscribers also receive a 30-percent discount for calls made beyond the one-hour allowance. The 30-percent discount is in addition to time-of-day discounts that may be in effect.
 Circle Calling Area Wide is the third new Circle Calling plan offered by the company since a new Michigan telecommunications law relaxed regulation over the industry, allowing faster introduction of new products and pricing flexibility.
 "This is one more piece of evidence that relaxing regulations is good for the customer and the company," said Laird Spencer, director of marketing and business development.
 "With passage of the 1991 Michigan Telecommunication Act, Michigan Bell customers are saving $40 million annually," said Spencer. He cited $20 million in long-distance price cuts and $20 million in savings from the first two Circle Calling plans.
 Circle Calling Area Wide will save customers an estimated $8 million annually. The company later this year will announce further long- distance price cuts of $20 million -- bringing annual phone savings to $68 million.
 Previously announced discount plans are Circle Calling 20 and Circle Calling 30. Unlike earlier plans such as Budget Toll Dialing and the original Circle Calling plan, the three plans launched this year have no time-of-day or day-of-week restrictions.
 Circle Calling 20 gives subscribers seven hours of interzone and long-distance calls within 20 miles inside the area code for $20 a month. Circle calling 30 provides one-half hour of calls within 30 miles for $3 a month. Both offer 30-percent discounts on calls made in excess of the allowance.
 Spencer said an easy way for customers to estimate potential savings with the new plan is to multiply the total of their Michigan Bell zone and long distance charges by 30 percent and compare that amount against the $5 monthly rate of Circle Calling Area Wide.
