 LAS VEGAS, Jan. 29 /PRNewswire/ -- Nevada Power Co. (NYSE: NVP) has


filed for a much needed increase in general rates with the Public Service Commission of Nevada. The $38.6 million proposed increase will allow the company to set general rates based on a 12-month test period of Nov. 1, 1990, to Oct. 31, 1991, plus a four-month certification through Feb. 29, 1992. Under state law, utilities are allowed to estimate future expenses up to six months after the test period but must reconcile with actual expenditures later.
 Due to the company's need for rate relief it has also asked the commission for permission to implement the proposed rates within 30 days. If approved within the 30-day period, these rates would be subject to adjustments after the commission has fully reviewed the company's case.
 The request includes recovery of the utility's operating and maintenance expenses, the cost of investment in new facilities and financing. An additional 20,000 customers were added during the test year and more than $148 million spent on new construction to provide service. According to Chief Operating Officer and President James C. Holcombe, the company had no other option but to file for rate recovery at this time.
 "Rate relief is critical if we're to continue to provide service to new customers as well as maintain and enhance reliability." The company's resource plan, approved by the Public Service Commission, calls for over $1 billion in new construction over the next five years. Holcombe added, "Our construction costs will continue at this pace as we endeavor to meet the growing electrical demands of Southern Nevada."
 If approved, the request would mean an increase in general rates of approximately 10.4 percent or $6.42 on the average monthly residential bill. This follows the company's deferred energy application filed on Jan. 14, which if approved, will reduce the average bill by about 2.2 percent or $1.37 per month for a period of one year.
