NCGA URGES BUSH, CONGRESS TO INCLUDE AGRICULTURE IN ECONOMIC GROWTH PLAN
 WASHINGTON, Jan. 29 /PRNewswire/ -- President Bush and Congress should keep in mind the needs of agriculture in crafting an economic growth package in the coming weeks, Tim Trotter, National Corn Growers Association (NCGA) president, said today.
 "In his State of the Union message last night, the President stated his commitment to an economic recovery plan, and leaders from both the House and Senate have shown a similar willingness," Trotter, a corn farmer from Coal City, Ill., said. "As they work together, Congress and the Administration must remember the recession has been felt not only in cities, but in rural America, too," he said.
 Trotter said NCGA supports several tax measures that would benefit farmers:
 -- Extending and increasing tax deductibility of health insurance premiums paid by self-employed individuals;
 -- Restoration of income averaging for determining farmers' tax liability;
 -- More favorable tax treatment for capital investments.
 "Corn farmers faced a lot of adversity in 1991," Trotter said. "Economic hard times limited corn purchases by the Soviet Union, one of our top export buyers, and a combination of spring floods and summer drought severely damaged the corn crops of farmers in some of our top producing states. And today, cash corn prices average only about a dime more than a year ago," he added.
 "Now, as Congress and the President begin to work out a formula to 'jump start' the economy, we urge them to craft solutions that will benefit one of the nation's most valuable sectors -- agriculture," Trotter said.
 NCGA is national commodity organization with membership of 25,000 corn growers in 45 states, and has 23 state affiliates.
