 NATIONAL STEEL PLANS NEW HEADQUARTERS SITE IN INDIANA
 PITTSBURGH, Dec. 4 /PRNewswire/ -- National Steel Corporation announced today that it will relocate its headquarters offices next year from Pittsburgh to Mishawaka, Ind., near South Bend, Ind.
 The relocation will coincide with a restructuring program that will streamline the firm's corporate and divisional staff functions.
 Kokichi Hagiwara, chairman and chief executive officer of the steel firm, said that the relocation would place National Steel's headquarters closer both to its three steel mills and to its customer base, nearly half of which is located in the states of Indiana, Illinois and Michigan.
 "Relocating to north-central Indiana will make us more accessible to our automotive, construction, service center and other customers and improve our ability to meet their needs for quality flat-rolled steel products," Hagiwara said. "It simply makes good business sense to be where most of our customers are and where our mills are."
 National Steel has been headquartered in Pittsburgh since its founding in 1929. However, the company has had no production facilities near that city since 1984 when its Weirton Division was sold as an ESOP to its employees. National Steel's mills are located in the Chicago, Detroit and St. Louis metropolitan areas.
 "Our current lease is due to expire next August, and this prompted us to re-examine our long-term plans," said Ronald H. Doerr, National Steel's president and chief operating officer. "We had to look ahead 10 to 20 years and decide what was best for our company, our customers and all of our employees."
 Doerr noted that National Steel's corporate ties to Pittsburgh have lessened in the past two years since its former parent company, National Intergroup, Inc., (NYSE: NII) elected to concentrate its resources on its wholesale drug distribution business and shifted its headquarters to Dallas.
 National Steel presently employs slightly less than 300 at its headquarters, located in Riverfront Center in downtown Pittsburgh. It plans to build a new headquarters building in a corporate office park in Mishawaka, if current negotiations are successfully concluded, Doerr said.
 "In addition to permitting closer customer relationships, our new headquarters location will improve our ability to manage our operations," the executive said. "We will be within driving distance of our largest mill, the Great Lakes Division in Ecorse, Mich., our principal steel finishing facility, the Midwest Division in Portage, Ind., and two research and development facilities in the Detroit area. We will also be considerably closer to our Granite City Division in Granite City, Ill."
 Doerr said that National Steel is presently completing a study of its corporate and divisional staffing operations and requirements. This study will determine which staffing functions could best be centralized to avoid duplication and which are best handled on a decentralized basis. The results of that study and the costs involved will be finalized in January.
 National Steel Corporation is the nation's fourth largest steelmaker and employs about 11,400 people.
