NATIONAL STEEL NAMES WESTERGREN TO HEAD MIDWEST DIVISION; GOEBEL NAMED VICE PRESIDENT-MARKETING AND SALES

 MISHAWAKA, Ind., Nov. 10 /PRNewswire/ -- National Steel Corporation (NYSE: NS) today announced the appointment of Robert E. Westergren as vice president and general manager of its Midwest Division, a finishing facility located in Portage, Ind.
 William E. Goebel was named to succeed Westergren as the corporation's vice president-marketing and sales.
 Westergren began his National Steel career in the production planning department of the Midwest Division in 1961. He served in the company's Chicago, Minneapolis and St. Louis sales offices for four years before joining its tin mill products sales staff in 1966, rising to the post of vice president-tin mill product sales. He was named vice president-marketing and sales in 1984.
 Westergren holds a B.S. degree in business administration from Colorado State University.
 Goebel joined National in 1968 as a sales representative in its New York district office. He also served in the company's Philadelphia office before moving to its Great Lakes Division as product manager-cold rolled in 1979. He transferred to the corporate marketing and sales department in 1981, holding a succession of managerial assignments before being named to his most recent post, general manager, consumer and capital goods, in 1986.
 Goebel received a bachelor's degree in business administration from Pace College, New York City.
 National Steel is the nation's fourth largest steel company. In addition to its Midwest Division, it also has production facilities in Ecorse, Mich., near Detroit; and Granite City, Ill., near St. Louis. The company is headquartered in Mishawaka, and employs 10,100 people.
