 NATIONAL RAILROAD LOCKOUT IS ILLEGAL
 WASHINGTON, June 25 /PRNewswire/ -- Following is a statement


issued today by International President Ronald P. McLaughlin of the Brotherhood of Locomotive Engineers (BLE):
 "There is not a national rail strike and there has not been a national strike. What is holding our national economy hostage is an illegal, wildcat lockout conducted by rail management.
 The BLE does not have a single dispute with any freight railroad and our engineers have been wanting to honor our agreements with the railroads by reporting for work. But they are not being called to work to perform their regular tours of duty; in fact, they are being turned away and told to go home by management. We believe that under the Railway Labor Act, this is an illegal lockout, in violation of our agreements. It is insane and irresponsible for management to be shutting down our nation's trains for the last 48 hours.
 There is one union striking one regional railroad out of 40 railroads and there is no reason for the other railroads to be shutdown through this wildcat lockout. In 1978, these same railroads that are locking out employees today conducted business as usual during a similar, single railroad strike that lasted 82 days.
 Shippers, Congress, the White House and the public should be outraged that rail corporations are shutting down our nation and putting a quarter-million employees out of work during this recession. Management is holding all of us hostage so that the White House will impose an unfair contract on other union employees who are now in dispute with one regional railroad.
 I repeat, there is not a national rail strike nor has there been or will be. What we are witnessing is a national, illegal and desperate, wildcat lockout by management. Locomotive engineers want to work!"
