 COMMENTS ON JUDGE DWYER'S DECISION
 PORTLAND, Ore., May 28 /PRNewswire/ -- The following statement was issued by Frank Gladics, National Forest Products Association vice president, on Judge William Dwyer's decision today to reject the Forest Service's environmental impact statement on the northern spotted owl:
 "Judge Dwyer has once again demonstrated that a congressional solution to the timber crisis in the Pacific Northwest is imperative.
 "Workers and families in the timber industry, who long ago lost all respect for preservationists, can now add the federal judiciary to the list of those who would drive them from their jobs, homes and communities.
 "Judge Dwyer faulted the Forest Service in three areas, the most ridiculous of which was that it failed to consider the effects of 13 BLM timber sales on the owl -- sales that are enjoined in any case.
 "Only Congress can resolve this dispute. The Administration has done its part by recommending approval of Interior Secretary Lujan's owl preservation plan and by endorsing the Forests and Families Protection Act. Those plans could form the basis of a permanent solution to the crisis."
