 NATIONAL CITY BANK LOWERS BASE RATE TO 6.5 PERCENT
 CLEVELAND, Dec. 23 /PRNewswire/ -- National City Bank today lowered its base rate to 6.5 percent from the 7.5 percent rate which has been in effect since Nov. 6, 1991.
