Description of Project: The Trumbull County Sanitary Engineer s Office (TCSEO) owns and operates the Mosquito Creek Wastewater Treatment Plant (MCWWTP), 7500 Anderson Avenue, Warren, Ohio 44484. The TCSEO completed a Capital Improvement Plan (CIP) Study for the MCWWTP facility in February 2015 with Burgess & Niple, Inc. (B&N). The facility was originally construction in 1966 and the last major upgrade to the facility was in 1983. Several facility improvements are needed in order to maintain the facility, as well as prepare for anticipated NPDES modifications. In general, the goal of the recommended improvements are to meet current and future National Pollution Discharge Elimination System (NPDES) Permit requirements and implement the recommended improvements from the CIP to increase the average daily design flow from the current 4.2 Million Gallons per Day (MGD) to 5.25 MGD to accommodate current flow and future growth in the service area. Type of Services Required: TCSEO is requesting SOQ s from wastewater treatment plant consultants interested in completing the design, bidding and construction services as described. Provide all necessary environmental testing for asbestos, geotechnical investigation, survey and preparation of the contract documents to design and construct the hydraulic, process, solids handling, and facility improvements to the MCWWTP as outlined in the CIP Study. Prepare engineer s opinion of probable construction cost and project schedule. Obtain on behalf of the TCSEO an Ohio EPA Permit-to-Install and necessary building permits for the improvements. Provide bidding and services during construction including administration/inspection services through the completion of the project. Update the MCWWTP Operations and Maintenance Manual to include new processes and equipment and facilitate training for plant operations and maintenance personnel on the new systems. Finally, please be advised that TCSEO may consider the Construction Manager at Risk (CMAR) method as an alternate delivery method for the project as opposed to the traditional design, bid, build method. Consultants interested in submitting their SOQ should indicate their experience in delivering projects that offer Alternate Delivery Methods. The actual delivery of the project will be discussed at a later time with the selected consultant from the SOQ s.
