When carbomer is fully dispersed, add the rest of the phase A ingredients, one at a time, and start heating to 75[degrees]C with moderate propeller mixing. Add all phase B ingredients to a separate vessel and heat to 80[degrees]C. Once both phase A and phase B have reached temperature, slowly add phase B to phase A. Mix for 10 minutes at 75[degrees]C. Turn off heat and continue to mix at 500-600rpm until cool. Pre-mix phase C ingredients and add to phase AB when temperature is below 45[degrees]C. Cool the batch to RT with slow mixing.
