Miliband pledges to put small firms at the centre of decision making.
"We need to guarantee that small businesses are always at the heart of government decision making," he said.
"That's why a Labour government will follow the advice of the FSB and place a US-style Small Business Administration at the heart of government, making sure on the major public decisions that affect you, like public sector procurement, you have a voice and a seat at the table."
Mr Miliband also offered new powers to help small businesses to enforce the rights they already have.
FSB Welsh Policy Unit chair Janet Jones welcomed the speech and said: "It is good to see Mr Miliband back key FSB policies such as the Small Business Administration, which will give small businesses an even stronger voice at the heart of government.
"It is essential that government at all levels understands the needs of small businesses, and a establishing a Small Business Administration would send out a clear message of the importance of small firms to our economy.
"We would urge the Welsh Government to follow the commitment of Mr Miliband and put small businesses at the heart of policy in Wales."
