Message on 19th Summit of Heads of States Meeting in Bishkek.
Just recently in May 2019, SCO meetings of the Council of Foreign Ministers, of the Secretaries of national security, SCO Business Council, Women and Mass Media forums, marathon running competition on the famous Issyk Kul lake, successfully passed in Kyrgyzstan.
On 17 May 2019, Bishkek hosted the Expanding Cooperation Boundaries SCO Business Forum with participation of more than three hundred government and corporate leaders, heads of investment promotion agencies and business community representatives from the member states, observer states and dialogue partners as well as prominent economy and investment experts.
The SCO Business Forum resulted in a number of contracts and agreements signed between various companies worth over $2 billion. One of the most important events within the framework of the Kyrgyz Republic's chair in the organization - a meeting of the SCO Council of Foreign Ministers was held on 22 May 2019.
The Council focused on the implementation of the results of the SCO Heads of State Qingdao and the SCO Council of Heads of Government Dushanbe meetings held in 2018.
Priorities for the further development of the Organization had been considered as a part of the preparation for the SCO Summit to be held on June 13-14 in Bishkek. Thus, the draft Bishkek Declaration and the draft information message on the results of the meeting of the SCO Council of Heads of State were adopted as a basis, the report on the work of the SCO Secretariat over the past year was approved, the draft report on the organization's activities was approved and information on the results of the SCO Regional Anti-Terrorist Structure (RATS) activities was heard.
The draft concluding documents and decisions to be adopted by the heads of SCO member states upcoming June 2019 SCO summit in Bishkek aim to strengthen intra-SCO cooperation in the field of inter-regional cooperation, the fight against illicit drug trafficking, digitalization and information-communication technologies, environmental protection, sports and healthcare, as well as cooperation between media outlets.
The signing of a roadmap for cooperation between the SCO Secretariat and state observers and dialogue partners in the medium term was an important outcome of the work. The sides exchanged views on current regional and international problems in the course of the meeting. The parties' positions on these issues have been agreed upon and are reflected in the information report on the results of the meeting adopted.
The regular meeting of the SCO Afghanistan group resulted in the approval of the draft road map, which be submitted for adoption by the Heads of States for the first time.Foreign Minister of Pakistan Makhdoom Shah Mahmood Qureshi participated in the SCO Council of Foreign Minister Meeting, held in Bishkek, Kyrgyz Republic.
Prior to the Meeting, the Pakistani Foreign Minister along with the Foreign Ministers of other SCO member states paid a joint call on the President of Kyrgyz Republic Sooronbay Jeenbekov. On the sidelines of the SCO Council of Foreign Minister Meeting, Foreign Minister Makhdoom Shah Mahmood Qureshi held bilateral meetings with the Foreign Ministers of China, Russia, Kyrgyz Republic, Kazakhstan and informal dialogue with his Indian counterpart Sushma Swaraj. The Secretary General of SCO also called on the Foreign Minister.
Kyrgyzstan is looking forward for welcoming Prime Minister of Pakistan His Excellency Imran Khan to SCO summit in Bishkek in June this year as well as Presidents of China, Russia, Uzbekistan, Kazakhstan, Tajikistan, Prime Minister of India and representatives of the SCO observer and partner states.
My country, being one of the founding members of the SCO and good friend and partner of Pakistan, welcomed and supported your country's membership in the Organization. After Pakistan's accession to SCO currently new prospects are opening for close regional cooperation with Pakistan in the fields of security, trade and economy, business, energy, technology, environment protection, culture, education, tourism and people to people contacts.
Nowadays Kyrgyzstan attaches great importance to development of economic cooperation with Pakistan.Pakistan can play a major role in SCO taking account its key geostrategic position and connectivity opportunities in the framework of CPEC. Today Kyrgyzstan is interested in development of short transportation links through its territory between Central Asia and China and Pakistan with access to the Gwadar and Karachi ports using railway and automobile roads, which are being constructed in the framework of CPEC.
I would suggest my Pakistani friends to more actively use the potential of the Quadrilateral Transit Transport Agreement between four member-states of SCO - Kazakhstan, Kyrgyzstan, China and Pakistan, which provides for businessmen a shortest road link through Kyrgyzstan to Central Asian states and further to Russia and Europe.As you know, Kyrgyzstan is a member of the Eurasian Economic Union (EAEU) with a market of 180 mln. people and the World Trade Organization (WTO) and enjoys favorable trade conditions with many countries of the world. Both Kyrgyzstan and Pakistan are participating in European Union GSP+ system off preferential trade, which allows export of 6000 items, including agricultural and textile products to EU without tariffs.
