Fixed-line services are to be introduced in the Northwest Federal District this week by MegaFon, a mobile operator in Russia with a fixed-line licence.

The operator said it is launching the new services to ensure compliance with legislation when offering mobile services to users with 'direct' numbers. Some USD10m has reportedly been invested in the purchase of equipment from Siemens to provide fixed-line services.

Mobile operators are not permitted to provide direct numbers for users but must instead, under legislative changes, establish a three-party agreement which includes a fixed-line operator allowed to use the direct numbers. Direct numbers can be accessed by dialling seven digits from fixed-line phones, rather than the ten digits required for federal numbers.

MegaFon intends to give direct number users a similar number with a 'federal' prefix and will provide a free service, diverting calls made to the direct numbers, to the related federal number.
