McCarthy named head of SBWMA.
McCarthy was previously the business development manager for two privately owned recycling companies headquartered in southern California. Prior to that, he served as the vice president of government affairs for Waste Management Inc.'s Recycle America subsidiary. He is nationally recognized for his efforts in municipal recycling and policy development with particular expertise in collection and processing programs for construction and demolition debris, organics and electronic scrap.
"I am honored to take on this exciting and challenging position managing one of the largest municipal franchise contracts in the United States," says McCarthy. "We have some large challenges ahead us including a procurement process for our franchise collection services and facility operations, capital improvements and continued focus on delivering cost-effective recycling services."
Formed in 1982, the South Bayside Waste Management Authority (SBWMA) is a joint powers authority of 12 member agencies in San Mateo County and bills itself as "a leader in innovative recycling and waste-reduction programs." The goals of the SBWMA are to provide cost-effective waste reduction, recycling and solid waste programs to member agencies through franchised services and other recyclers to meet and sustain a minimum 50 percent diversion mandated by California State Law AB 939. Currently, Allied Waste of San Mateo County provides collection services for 91,000 residences and nearly 10,000 businesses.
The SBWMA also owns and manages the Shoreway Recycling and Disposal Center (RDC) consisting of a permitted solid waste transfer station and a materials recovery facility. Allied Waste provides operations services.
