Man's incest arrest triggers sexual abuse alert.

A man who photographed as many as 200 children at two University of Oregon child care centers was arrested last week in Portland on a charge of incest, triggering a warning to parents from Eugene police to watch for signs of sexual abuse in children who have been around Stephen Dale Jackson, 31.

Police emphasize Jackson is not a suspect in any crimes in the local area. All of the photo sessions at the UO's Westmoreland and Moss Street child care centers were supervised by at least one other adult at all times, said Anne Leavitt, UO vice president for student affairs.

Signs that a young child may have been sexually abused include: acting in a sexually suggestive manner with objects or with other children, unusual anxiety over being separated from a parent, unusual anxiety around strangers.

Anyone who believes their child may have been victimized by Jackson should phone the police tip line at 682-8888. Police also want to talk with other community members who have hired Jackson to photograph children, police spokeswoman Pam Olshanski said. The name he used in his photography business was "Etienne," Leavitt said.

Jackson, a member of a family whose child attended one of the UO centers, offered his photographic service to the centers in November. The photos were taken between Nov. 16 and Nov. 23, Olshanski said.

Jackson had distributed proofs of his work to about 100 families. But when families were unable to contact him to order prints, UO officials and local police eventually discovered Jackson had been arrested on a federal fugitive warrant from Louisiana for aggravated incest, Leavitt said.

Jackson, a Baton Rouge native, is in Multnomah County jail awaiting extradition to Louisiana.
