Makabayan bloc says cha-cha remains Duterte's pet.

The Makabayan bloc believes that Charter change (Cha-cha) remains the pet and "biggest" project of the Duterte administration this 18th Congress.

Bayan Muna party-list Rep. Carlos Isagani Zarate said amid the failure of President Duterte to mention Cha-cha in his fourth State of the Nation Address (SONA), President Duterte will prod his congressional allies to amend the Constitution.

"Bagamat hindi nabanggit ito, sa tingin namin ito pa rin ang pangunahing itutulak ng Duterte administration under the new House and Senate leadership dahil ito naman ang pinakamalaking proyekto nila. At sa panahong ito wala nang pagkukunwari ang administrasyon. Binitawan na nito ang palamuting pederalismo dahil ginawa lang na tuntungan lang ito," he told reporters.

"This time malalantad na ang tunay na dahilan ng Cha-cha, atake ito sa protectionist provisions ng ating Constitution-- national patrimony, national sovereignty, social justice and human rights," he added.

President Duterte earlier explained he did not raise the issue of Cha-Cha in his SONA, saying that "it is not the proper time" to discuss it. The Chief Executive said he wanted a total overhaul of the 1987 Constitution.

Zarate said they expect that the Cha-cha proposal or Concurrent Resolution No. 1 will pave way for intensified foreign intervention, particularly from China and United States.

He said the protectionist provision of the Constitution ensuring the protection and promotion of marginalized sectors, including farmers, and that the anti-political dynasty provision will be scrapped.

"Wholesale na atake sa 1987 Constitution ito kaya dapat bantayan ng mamamayan," he said.

On Tuesday, the plenary referred the Concurrent Resolution No. 1 or the Cha-Cha resolution, authored by Cagayan de Oro Rep. Rufus Rodriguez to the House Committee on Constitutional Amendments.

Rodriguez's resolution proposes amendments to certain provisions of the 1987 Constitution, particularly Articles VI, X, XII, XIV and XVI.
