MTEL GRANTED FCC EXPERIMENTAL LICENSE FOR TECHNOLOGY TESTING

MTEL GRANTED FCC EXPERIMENTAL LICENSE FOR TECHNOLOGY TESTING
JACKSON, Miss., April 21 /PRNewswire/ -- Mobile Telecommunication Technologies Corp. (NASDAQ-NMS: MTEL) said today that the Federal Communications Commission (FCC) has granted the company an experimental license to test its technology for a two-way wireless messaging network.
Last November, Mtel filed a Petition for Rulemaking with the FCC for the adoption of rules and policies that would enable Mtel, if licensed, to create a Nationwide Wireless Network (NWN) that relies on the company's proposed advanced messaging technology.
The petition asked the FCC to allow three licensees to operate NWNs in the United States, with each licensee using a 50 kHz channel in the 930-931 MHz band. In the petition Mtel sought rule changes to allow the use of techniques for transmitting data at far greater speeds than conventional paging systems.
"This experimental license gives Mtel the ability to test and develop further the technology for the proposed NWN," said Jai P. Bhagat, executive vice president of Mtel. "The development of this technology would enable two-way messaging services that offer the same range of coverage and ease of use already available in one-way messaging, while serving a different market."
The FCC license permits Mtel to use the 930 MHz frequency for experimental systems that enable users to "talk back" or "answer back" using laptops, palmtops and personal organizers, as well as new two-way, pager-sized messaging devices that are currently being developed.
The company will begin the construction of an experimental system at the University of Mississippi in Oxford, Miss. in the third quarter of this year. The license also permits testing in Washington, D.C., and Dallas.
The grant of the experimental license to Mtel does not indicate that the FCC will authorize Mtel or any other entity to operate a commercial NWN. Authority to construct such a system on a non-experimental basis is contingent upon both the completion of the FCC's rulemaking proceedings and the award of licenses to provide this service.
Mtel has also requested a "Pioneer's Preference" under procedures that allow the FCC to grant a preference in licensing to companies such as Mtel that are responsible for major advances in telecommunications technology. The FCC is expected to seek public comment on Mtel's Pioneer's Preference request. The FCC is also expected to evaluate the results of the experimental operation in considering Mtel's Pioneer's Preference request.
Mobile Telecommunication Technologies Corp. is engaged in businesses that include nationwide paging and voice messaging (provided through SkyTel Corp.) in the United States; nationwide paging services in the United Kingdom; international messaging services provided through Mtel International; an investment in American Mobile Satellite Corp. (AMSC) and other operations.
