MORTGAGE BANKER ELECTED VICE CHAIR OF WASHINGTON STATE HOUSING FINANCE COMMISSION

 SEATTLE, April 5 /PRNewsire/ -- Larry Kowbel, regional vice president of Colonial Mortgage Co. in Bellevue, Wash., was recently elected to serve as vice chair of the Washington State Housing Finance Commission. Kowbel, a commissioner for the past five years, was elected by his fellow commissioners on Jan. 28.
 As vice chair, Kowbel assumes the responsibilities of Commission Chair Skip Chilberg when Chilberg is unable to fulfill his duties. Prior to his election as vice chair, Kowbel served as treasurer and as chair of the finance and credit committee of the commission.
 "I'm delighted that Larry was elected to the position of vice chair of the commission," said Chilberg. "Larry's commitment to the commission since his initial appointment to the commission has contributed greatly to our successful programs."
 Kowbel was first appointed to serve on the Washington State Housing Finance Commission by Gov. Booth Gardner in 1988. Last month, he was reappointed by Gov. Mike Lowry to complete a term which will expire June 30, 1995. Kowbel represents the mortgage lending community, including mortgage bankers and mortgage brokers, regarding the programs of the commission.
 Kowbel brings more than 25 years of lending experience to the commission. Currently the regional vice president of the Colonial Mortgage Co. in Bellevue, Kowbel works with mortgage lenders in Washington, Oregon, Montana and Idaho. Prior to his current position, Kowbel served as senior vice president and manager of the real estate finance group at First Interstate Bank for 17 years.
 Kowbel is also active in numerous civic organizations. He served for three years as president of the Seattle Mortgage Banker Association and the Washington Mortgage Banker Association. Additionally, he was also involved as a founding member of the Washington Community Reinvestment Association, as well as a member of the board and executive committee of the King County Housing Partnership.
 The Washington State Housing Finance Commission provides below- market financing to buy, build or preserve affordable housing and nonprofit cultural and social service facilities. The commission builds partnerships with the private sector to raise capital needed to further these social and economic objectives at no cost to the taxpayers of Washington state.
