MMS AWARDS CONTRACT TO UCSB

 CAMARILLO, Calif., Oct. 1 /PRNewswire/ -- The Department of the Interior's Minerals Management Service (MMS) announced today that the University of California, Santa Barbara, has been awarded a $415,210 contract for a study, "Social, Economic and Historic Characterization of San Luis Obispo, Santa Barbara and Ventura Counties."
 "This study will provide an assessment of the historic and contemporary aspects of the economic, social and political context of petroleum extraction and its impact on the tri-counties," said Dr. J. Lisle Reed, Regional Director of the MMS Pacific Outer Continental Shelf Region, whose office is located in Camarillo.
 "The results of this study will assist MMS and other agencies in gaining an understanding of community-level responses to petroleum extraction in complex and highly developed economies."
 Reed said that one significant component of the award will be the creation of historic and socioeconomic narratives for each of the three counties. Offshore petroleum production will provide a central focus for these narratives. Socioeconomic databases and chronologies of oil- extraction industries will also be created for each of the counties.
 A technical summary is scheduled to be published by Sept. 30, 1996.
 MMS administers federal offshore mineral programs and manages the federal mineral royalty program. MMS is committed to achieving the appropriate balance between protecting the environment and providing opportunities for the discovery and recovery of critical energy and minerals resources.
