MILITARY SEALIFT COMMAND IMPLEMENTS ORACLE U.S. FEDERAL FINANCIALS APPLICATIONS.

The U.S. Navy's Military Sealift Command (MSC) has implemented Oracle U.S. Federal Financials applications without any change to the software, becoming the first Navy pilot project to go live. The MSC, which provides ocean transportation of equipment, fuel, supplies and ammunition to sustain U.S. forces worldwide, implemented the Oracle solution with interfaces to other Defense Department legacy systems.

More than 17,000 purchase orders, 8,000 receipts and 2,000 requisitions were converted from legacy systems to the new web-native system, accessed using just a browser, enabling the command to complete its first year-end financial closing with the Oracle software. Oracle's solution, running on top of the Oracle8 database and Oracle Internet Application Server, gives MSC visibility and traceability for all financial transactions, the capability to enter accrued expenses as they occur instead of monthly and the ability to record worldwide transactions in the period in which they occur.

MSC is also using a financial data mart tool that gives program managers visibility into costs and revenue, information that is helpful in determining where to reduce expenses and improve ship operations. Besides accessing real-time financial and management information, the command has also implemented Oracle U.S. Federal Human Resources applications for the use of mariners on ships.
