MIDLAND COGENERATION VENTURE REAFFIRMS LETTER OF NON-OBJECTION TO CONSUMERS POWER COMPANY SETTLEMENT

 MIDLAND, Mich., April 20 /PRNewswire/ -- The Midland Cogeneration Venture Limited Partnership ("MCV") announced today that it had filed with the Michigan Public Service Commission ("Commission") a "Notice of Reaffirmance of Statement of Non-Objection" to the revised settlement proposal filed by Consumers Power Company, the Commission Staff and 13 small cogenerators and independent power producers relating to all outstanding Michigan regulatory issues associated with the Power Purchase Agreement ("PPA") under which Consumers purchases electricity from MCV. The revised settlement proposal was unanimously approved, with modifications, by the Commission on March 31, 1993.
 MCV had previously filed a statement of non-objection to the revised settlement proposal filed with the Commission last September. Today's action simply reaffirmed MCV's position that it would not object to the settlement, as modified by the Commission.
 "MCV is pleased that this settlement of the regulatory issues associated with its power contract with Consumers has been accepted by the Commission," said Rodney E. Boulanger, president and CEO of MCV. "MCV can now focus on its primary mission, which is to provide efficient, reliable and needed electric power to the citizens of the State of Michigan."
 The MCV partnership was formed in 1987 to acquire the usable portion of the uncompleted Midland nuclear plant, build and operate a gas-fired, combined cycle cogeneration plant. The plant is capable of producing 1,370 megawatts of electricity and up to 1.35 million pounds per hour of process steam for industrial use.
 MCV partners include CMS Midland, Inc., a subsidiary of CMS Energy Corporation; The Dow Chemical Company (limited partner); Source Midland Limited Partnership, an affiliate of Panhandle Eastern Corporation; Coastal Midland, Inc., a subsidiary of The Coastal Corporation; MEI Limited Partnership, an affiliate of Asea Brown Boveri, Inc.; Micogen Limited Partnership (limited partner), an affiliate of Fluor Corporation; and C-E Midland, Inc. (limited partner), a subsidiary of ABB-Combustion Engineering, Inc.
