 MICHCON'S ENERGY ASSISTANCE PROGRAMS HELP PUT WARMTH IN WINTER
 DETROIT, Dec. 17 /PRNewswire/ -- Michigan Consolidated Gas Company (MichCon) today announced a $1.96 million pledge in total energy assistance funds, including the statewide allocation of $1.685 million in heating credits to its 1991-92 Heat Bank. Heat Bank, the nation's largest utility-funded fuel assistance program, began Dec. 16, 1991. MichCon, which initiated the program in 1982, also is matching private contributions up to $250,000, an increase of $50,000 over last year's matching portion. The total increase to the program is $355,000 over the 1990-91 total.
 "This is the fourth consecutive year that MichCon is increasing the matching contributions portion of the program," said Alfred R. Glancy III, MichCon chairman and chief executive officer. "This is a direct result of our customers' generous support to the 1990-91 Heat Bank."
 Heat Bank is a one-time per heating season, energy assistance program to prevent gas shutoff or to restore service. It is a last- resort measure, aimed at helping customers who reside in MichCon service areas and are not eligible for state or federal aid -- specifically, seniors age 60 and over, the handicapped, the unemployed, and employed, low-income customers.
 MichCon is asking customers to contribute now to the Heat Bank program. As in past years, customers may select one of two options to make a Heat Bank donation. Pledge cards are enclosed with the December gas bill, allowing customers to donate as little as $1 a month, over a five-month period. If this option is chosen, customers should fill out the pledge card and return it with the monthly bill payment.
 The second option is a one-time donation. Between now and April, customers can enclose a separate check, made payable to "Heat Bank," with the monthly gas payment. For those who are not MichCon customers, checks can be made out to "Heat Bank" and mailed to: Heat Bank, Box 140, Detroit, MI 48269-0140.
 "Whatever contribution option is chosen, donors can be assured that their contribution and MichCon's match in heating credits will be directed to the Heat Bank fund within each donor's area," Glancy said. "Heat Bank contributors will be helping people in their own communities stay warm this winter."
 Beginning Dec. 16, the MichCon Heat Bank will accept applications from families in need of energy assistance. Applicants should contact the local Heat Bank administrator in their area; applications are not available at MichCon offices. Administrators of the program will be the Neighborhood Services Department offices in the City of Detroit, the Wayne-Metropolitan Community Services Agency offices in Wayne County and outside the City of Detroit, the Northwest Michigan Human Services Agency, and the American Red Cross in MichCon service areas outside of Wayne County.
 Last year, Heat Bank contributed more than $1,153,000 in the Detroit area. During the past nine years, the MichCon Heat Bank has assisted over 31,000 families in Michigan. MichCon has allocated more than $14.6 million in heating credits to the energy assistance program, with customers contributing an additional $1.8 million. The program is funded from company earnings, and does not increase customers' rates.
