 METALCLAD CORP. TO BUILD SECOND STATE-OF-THE-ART
 HAZARDOUS WASTE PROCESSING FACILITY IN MEXICO
 ANAHEIM, Calif., Feb. 28 /PRNewswire/ -- Metalclad Corp. announced today a second joint venture to build, own and operate a state-of-the- art hazardous waste processing facility in Veracruz, Mexico. The joint venture, Descontaminadora Industrial de Veracruz, S.A. de C.V. will build a 120,000 tons-per-year waste processing plant at a 200-acre site in the state of Veracruz, Mexico's largest oil producing region.
 The Veracruz project solidifies Metalclad's foothold in Mexico's promising hazardous waste processing industry. On Jan. 9, Metalclad and a group of Mexican businessmen unveiled its first joint venture, Eco Adminstracion, to build, own and operate a 120,000 tons-per-year waste processing facility in San Luis Potosi, the first such plant permitted for construction under Mexico's new environmental regulations. The process for obtaining a permit to construct in Veracruz has begun.
 Like the San Luis Potosi facility, the Veracruz project will employ cutting-edge waste processing technology pioneered by Cambridge, Mass.- based Molten Metal Technology (MMT). MMT has pioneered a catalytic extraction processing technique that transforms certain hazardous wastes into reusable commercial products without producing the highly toxic byproducts typical of existing incineration technology. The San Luis Potosi facility is the first plant in Mexico slated to use this unique technology, and the Veracruz plant will be the second.
 Metalclad is currently negotiating with several major multinational corporations to develop a strategic alliance to provide additional financial resources and plant operating expertise. Such an alliance is expected to fuel even faster growth in Metalclad's Mexico operations.
 Grant S. Kesler, chief executive officer of Anaheim-based Metalclad Corp., said: "Metalclad's stake in the Mexican market has attracted the interest of companies able to help us meet our objective of becoming the leading hazardous waste processing company in Mexico. We expect to conclude negotiations on a suitable joint venture partner by the end of March 1992."
 The Veracruz joint venture, Descontaminadora Industrial de Veracruz, S.A. de C.V., has been formed by Metalclad and the same group of Mexican partners building the San Luis Potosi facility. Eco Administracion's Mexico partners include Jorge Hermosillo, Jaime de la Fuente, Jose Rodriguez and Javier Campos.
 Metalclad announced plans to build the second state-of-the-art plant just two days after the United States and Mexico announced a $1 billion plan to clean up the border area.
 Kesler added: "Metalclad's second hazardous waste processing facility demonstrates that environmental protection is a priority in all of Mexico, not just the border area, and that American companies have much to gain from environmental protection in Mexico. The Veracruz plant puts us on course to meet our goals for growth in the Mexican market. It is the second of many plants we anticipate building."
 Under the technology agreement between MMT and Metalclad, MMT has granted Metalclad exclusive rights to employ its technology in Mexico, subject to the construction of one regional waste processing facility in a two-year period and one per year for a period of five years. Davy Dravo and Ford, Bacon & Davis have been retained to undertake the engineering work related to the construction of the waste processing plants in Mexico.
 Metalclad also announced a change in the name of its wholly owned U.S. subsidiary from Environ Technologies Inc. to Eco-Metalclad Inc.
